Event: Improving London's Libraries Held at London Councils on Tuesday 1st December 2009, this will be a special briefing on the London Library Change Programme for Members with responsibility for Public Library Services in London. For more information visit London Council's website.
London Library Change Programme The London Library Change Programme is seeking to contribute to a transformation in the quality, effectiveness and efficiency of London's library services as part of the London Cultural Improvement Programme.
It has been signed up to by London's Local Authority Chief Executives, Chief Leisure Officers and all London's public library services and is funded by Capital Ambition (London's Improvement and Efficiency Partnership) together with contributions from MLA London and London Libraries.
Phase One: The first phase of the programme produced a feasibility report that recognised the scale of work that has and continues to go into developing the sector. Tangible and practical recommendations and priorities for improvement were identified as follows:
- Workforce benchmarking
- Procurement and stock management
- Marketing and communication
- Modernisation though use of technology
Phase Two: Capital Ambition agreed to contribute half of the £249K required to support the following Phase Two projects:
Work force benchmarking (external website)

A detailed examination of the Inter Library Loans Process

Development of common procurement standards (e.g. shelf ready stock)
Outputs from these projects will support Local Authorities in realising the potential for efficiences and engagement of communities in the transformation of services during Phase 3. For more information on the Phase 2 projects, please click on the links above.
The London Library Change Programme Board has also prioritised improved marketing and advocacy for London's Libraries through the work of "London Libraries" web development and campaigns programme. In addition the wider London Cultural Improvement work on member advocacy , data access, self assessment and peer review have an important part to play in improving London's Library Services.
